WHAT WE OFFER
The County of Ventura offers an attractive compensation and benefits package. In addition to the salary of approximately $139,613.15 to $214,523.94 annually an employee within this position will also be eligible for the following:
- A general salary increase of 4.0% effective December 24, 2023 and 3.5% effective December 22, 2024.
- Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate's degree.
- Bilingual Incentive - Incumbents may also be eligible for bilingual incentive depending upon operational needs and certification skills.
- Executive Administrative Leave - The candidate selected for this position will earn 248 hours per year, increasing to 288 hours after 5 years of service, to 328 hours after 10 years of service, and to 368 hours after 15 years of service or other public service. *Credit for prior public service may be considered (Management Resolution, § 1202A)
- Annual Leave Redemption - The ability to “cash in” or redeem up to 100 hours of Annual Leave per year after using 80 hours of annual leave within the previous 12 months (Management Resolution, § 1205).
- Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
- Health Insurance Plans – Medical, dental, and vision plans for you and your dependents. A flexible credit allowance of up to $21,450 annually.
- Flexible Spending Accounts - Increase your spending power by reimbursement with pre-taxed dollars for IRS-approved dependent care and health care expenses.
- Holidays - 12 paid days per year which includes a scheduled floating holiday.
- Pension Plan - Both you and the County contribute to the County’s Retirement Plan. If you are eligible, you may establish reciprocity with other public retirement systems, such as PERS.

THE COUNTY

Ventura County is a “general law” county, governed by a five-member, elected-by-district Board of Supervisors. The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, and to advise, assist, and act as an agent for the Board of Supervisors in all matters under the Board’s jurisdiction. THE POSITION
Under direction of the Chief Deputy Executive Officer, assists in the supervision of all Risk Management functions within the County Executive Office, and performs related work as required.
The ideal candidate will have exceptional written and verbal communication skills, be a seasoned risk management professional, and have experience supervising and leading staff engaged in a broad scope of risk management functions. The position shall be filled at either the level of Deputy Executive Officer or Senior Deputy Executive Officer contingent upon the background, experience, and qualifications of the candidate selected.

Deputy Executive Officer: $139,613.15 - $195,477.57 annually
Senior Deputy Executive Officer: $153,214.16 - $214,523.94
Deputy Executive Officer and Senior Deputy Executive Officer are exempt from the provisions of the Civil Service Ordinance and serve as an at-will position.

Examples Of Duties
- Manages the planning, development, implementation, and administration of multiple work units and/or a work unit whose job scope and complexity is significant/substantial.
- Recommends policy, defines and implements procedures and administers the budget of the area of risk management assigned to assure quality and continuity of services to CEO, agencies and departments.
- Serves as a risk management expert in insurance, liability and health, safety and loss prevention.
- Selects, manages, trains, supervises, and evaluates support staff.
- Directs the most complex and sensitive staff assignments in the work unit.
- Prepares reports and correspondence on a variety of matters.
- Represents the Department/Division in meetings, conferences, workshops, and other forums; confers with representatives of other governmental jurisdictions and private firms to exchange related information.
- Directs the formulation of policy, goals and objectives for the Department/Division and in the performance of a variety of administrative tasks including budget preparation, personnel selection and training and acquisition of necessary equipment and supplies.
- May perform a wide variety of related work as assigned by the County Executive Officer and Board of Supervisors.
- Represents the County before the Board of Supervisors, Grand Jury, Superior Court and Federal Court.
- Coordinates, directs and conducts special projects, studies, surveys and analyses.
- Develops and implements new or modified policies, programs, methods and procedures to resolve management problems; researches and presents findings and recommendation for changes in policies and practices to management and employee groups.
- Consults with and provides advice and guidance to management and employees on various matters.
- Coordinates, directs and conducts the negotiations for vendor contracts, insurance coverage and claim and litigation resolution.
- Represents the department on various committees and work groups in areas such as County policy development, disaster coordination, or other areas depending on assignment.
- Staffs and/or coordinates work groups or committees in assigned functional area.
- Performs other related duties as required.
Typical Qualifications
EDUCATION, TRAINING, and EXPERIENCE:
Any combination of education and experience which has led to the acquisition of the requisite knowledge, skills, and abilities is qualifying. An example of those qualifications is below:
Deputy Executive Officer: Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, or a related field; AND five (5) years of recent, paid and progressively responsible experience performing work related to risk management, liability investigations/evaluations and/or commercial insurance with a considerable amount of supervisory or managerial experience.
Senior Deputy Executive Officer: Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, or a related field; AND seven (7) years of recent, paid and progressively responsible experience performing work related to risk management, liability investigations/evaluations and/or commercial insurance. At least two (2) years of the recent, paid work experience must have included supervisory or managerial experience.
Experience in and/or working with a public agency is preferred. Qualifying experience above and beyond that required may substitute for the required education on a year-for-year basis. A graduate degree in a related field may substitute for up to two (2) years of the required experience.
Knowledge, Skills, and Abilities
Knowledge of the following:
- Principles and practices of governmental risk management;
- State and federal law applicable to government liability;
- Public administration concepts and administrative analysis techniques; and
- Principles of management, supervision and training.
- Maintain a positive and effective working relationship that maintains the confidence and cooperation of officials, employees, and the public;
- Prepare and effectively present comprehensive reports and recommendations in written and oral form to a variety of individuals and groups;
- Interpret and apply policies, procedures, rules and regulations;
- Supervise and train professional and support staff effectively;
- Work confidentially with discretion;
- Analyze litigation, situations and legislation accurately and adopt an effective course of action; and
- Maintain required records and reports.

Interview Process
Following a structured evaluation of the resumes, the most qualified candidates will be invited to a panel interview.
